-          Legacy Fund Committee – Questions forwarded to state/national level.
o       No direct response from Department to the questions submitted was received.
o       Based on information obtained from reliable sources, the Committee recommended no contribution be made at this time.
o       Committee further recommends this decision be evaluated each year and vote on contributing to the scholarship fund.

-          Darrell Hacker introduced Chester, who is the first veteran foster patient placed in a VA foster home in Kansas.
-          Jarhead suggested a new T-shirt based on the gold “Birthplace of the Patriot Guide” patch.

o       Also requested suggestions such as color, pockets, wording, and other ideas to be emailed to her.

·        Commander advised the SAL drawing for a shotgun was held at today’s meeting.

o       3 names were drawn in case there were any issues passing a background check.

  • Read Patriot Guard info and letters.
  • Received $1000 donation from Don Ames.
  • It was suggested that a certificate be prepared, and a ride to present it, be arranged.

·        10th Anniversary Event – June 18th
o       Meeting 8PM Friday, 17 June.
·        Volunteers to man 136 for Post 90 poker run on 25 June.

·        Country Stampeded Veterans Appreciation Day Sunday, 26 June
o       31 tickets available for anyone interested in going.

Unfinished Business
·        Legacy Fund Committee – Questions forwarded to state/national level.
o       Waiting for answers from email forwarded to headquarters.
o       Committee will reconvene and discuss before presenting recommendations to membership.

New Business/Discussion Items
:
·        Russ Wallace informed of members returning from deployment over the next few weeks
o       First individual 1:13 PM Tuesday, 14 June.
·        10th Anniversary Patch Issue: Director notified 1 June that patches ordered on behalf of the 10th Anniversary Committee on 11 May, and paid for with the Director’s personal credit card on 24 May, were disapproved. Informed at Legion meeting 6 June that patches were to be surrendered, without reimbursement, within 10 days or Post Charter would be pulled.
o       Director provided timeline of events from creation of 10th Anniversary Committee to date.
o       Linda Kirby provided information from her discussions by phone with National.
o       Rick Babinger provided opinion concerning our involvement with the event since it was taken over by Department without notification, the beneficiaries of any proceeds were changed without consulting the committee, and the patch was disapproved 2 weeks prior to the event even though it was submitted 2 months prior.
o       Request full disclosure of disposition of monies collected by Department from this event.
o       Dwight Miller, Director ALR 268, Sedgwick, provided additional information about the event and will suggest to all area posts they kick in to offset the loss to the Director.
o       In response to various suggestions on how to render the patches unusable before surrendering them, Doug Lehman recommended the patches be returned with no damage.
o       Linda Kirby agreed to $1.00 retainer should her legal expertise be required.
o       Director suggested Deb Lynch, ALR Post 81, be an advisor on this issue due to her experience as District Commander and with Department issues.
o       Recommendation made to surrender patches to Department and include letter of protest.
o       Ben Roloff made a motion, seconded by Terry Houck, to reimburse the Director for the cost of the patches. Passed unanimously.
o       Recommendation made that response to National should be signed by the Post Commander and the ALR Director.
o       Greg Bauer made a motion, seconded by Gary Donaldson, to support any decision of the 10th Anniversary Committee. Passed unanimously.
o       1st Vice Commander Jake Defrees, as acting Commander, stated Post 136 American Legion fully supports this event.

·          Read and Presented Certificate of Appreciation from the Family Assistance Center of the U. S. Army Garrison at Ft Riley, for the Turkey donations last November.
  • Volunteers needed for Memorial Day Services at the Cemetery. Various workdays required to prepare. Watch for email detailing dates and times.
o        Need 5 Rifle Squad, 5 Color Guard, 3 for reading Names, and 2 for Flanders Field Poem
o        May 27, 5:30 PM – Place crosses and flags on grave sites.
o        Memorial Day - meet at the post at 5:30 AM; proceed to the cemetery to put up flags.
o        Return to the post for breakfast when finished.
o        Ceremony begins at 10 AM.

o        How many scholarships applications were submitted in 2008, 2009, and 2010? (We understand that approvals in 2008 were valued at $35,970 = 11scholarships @ $3,270 each; 2009, $36,000 = 16 scholarships @ $2,250 each; 2010, $46,000 = 13 scholarships, 10 @ $4,000 and 3 @ $2,000 each)
o        Are there statistics available to show which states received scholarship approvals and how many by year?
o        What percentage in administrative fees/expenses is paid to administer the Legacy Scholarship Fund?
o        Is a financial statement available for our review?
o        How the money invested and what is the rate of return?
o        Do we (The American Legion) provide scholarship information to each Service branch for their Casualty Assistance Offices?
o        Where will any unused monies go if not needed in the future?
New Business/Discussion Items:
·        Donation to RCIC for Veterans welding scholarship.
o        Made $795 on items donated to Poker Run.
o        Suggested donation is $100, which pays the course costs for one veteran.
o        Motion by Jerry Ward, seconded by Rick Johnson, to donate $500. Approved.
·        Rich Hula made presentation on Camp Patriot, a program to assist disabled veterans accomplish various physically challenging endeavors.
o        Suggested donation of $500.
o        Discussion resulted in request for Rich to investigate program being developed in Kansas.
·        Dennis Scuffham thanked everyone who participated in the Keller Williams’ Red Day event at the VA.
·         Accepting orders for Memorial Bricks to be placed by Patriot Guard stone in front of the post. Contact Director for forms. Cost is $20 per brick.

  • The Director suggested offering a Bible Stick option to deploying soldiers instead of coin.

  • Director advised Keller Williams is hosting 2nd annual Red Day Veterans Appreciation Day at Robert Dole VARMC 14 May. NOTE: This item will not appear on the weekly calendar due to Department activities that weekend. Details to follow in email.

    • Event scheduled from 0900 to 1500.
    • ALR to open event with flagged up ride in. Staging details to follow.
    • Director advised of 10th Anniversary Celebration of the establishment of the Kansas Chapter of the American Legion Riders, 18 June.

  • Jerry Allen advised the POW/MIA flag was tattered and needed replaced.
    • ALR provides flag – In the ALR shed.
  • Dennis McDonough made a motion, seconded by CMSGT Simmons, to donate $1000 to the Legacy fund.
    • Discussion – More info on disbursement of funds required.
    • Committee formed to research disbursement of funds and make recommendations.

Chaplain (Ron Herndon) – Doc gave update on Wade “Dawg” Richards, transferred to Derby Rehab building 3, room 309. Art Beale’s brother is in a coma. Art & Leah left today for Maine to see him.

Veteran’s Coordinator (Dennis Joynt) Corner
  • Next Banana Run is 27 March, 2011.
  • Shipped 13 Operation Troop Care packages with one returned due to deployment ended.
  • Briefed on Homeless Veterans dual funeral 3 March.
  • Announced upcoming homeless funeral 18 March.
  • Advised 6 members requested paperwork for prequalification of placement at Kansas Veterans Cemetery.
  • Advised on Hand Salute protocols while in uniform during Pledge of Allegiance. Since no uniform specified for ALR, usual procedure is remove headgear, placing it and right hand over the heart.
  • Special Thank You to Ron “Doc” Herndon for homeless veteran funeral services from Leroy Stine.

  • Rick Babinger spoke on behalf of the Legion in Dennis’s absence concerning elections to be held in April. Lacking nominations for several key positions.

  • Advised Patriot Guard Highway cleanup scheduled for 3 April.

  • Presentation on behalf of the membership to SAL Commander Jerry “Sawblade” Armstrong for all his support of the Legion and Patriot Guard missions.

  • Advised short break between ALR and Poker Run meeting.
  • Advised reason for flags at half-staff until sunset on Tuesday, 15 March. To show respect for the memory of Army Corporal Frank W. Buckles, the last surviving American veteran of World War I, and in remembrance of the generation of American veterans of World War I.
  • Chili cook-off 26 March, 5 – 8 PM. Come to 406 and support Diana Nelson, our reigning Chili Champ. Flyers on each table.
  • Party Bus to McPherson Saturday, 16 April. 2 seats available. Will accumulate a waiting list in case of cancellations.
  • Swap Meet at Post 406, 23 April, 0800 (8 AM) to 1800 (6 PM). Flyers on the table.

  • Operation Freedom Memorial Paver
    • Motion by Doug “Grey Eagle” Lehman and seconded by Ben “Ditch” Roloff to purchase Operation Freedom Memorial paver for $200. Passed.
    • Dave “Diamond Dave” Stewart encouraged all to donate individual pavers to honor a veteran close to them.
    • Discussion on inscription, Jerry “Jarhead” Allen to research for April meeting.
  • Previous discussion to donate 10% of fundraising net proceeds to Canteen
    • John “Little John” De Armond made a motion to table the issue until a quarterly Canteen report is provided in writing. Seconded by Mary Green.

·         Ron “Buckeye” Vangas discussed two programs to increase community involvement through the schools. Asked for volunteer to head up project.
·         Obligating money to Troop Care fund, currently has $0 balance
